I'm sure they do fix older bugs when the opportunity arises and probably propogate them through versions. Actually it would be silly to not do so. I'm just saying that by around August, they may well be "all hands to the pumps" to get the new version stable enough to release, so earlier bugs that aren't pressing are likely left to languish for a while. We kept a log of all reported bugs and bug-a-likes and used to review that log from time to time to identify any still outstanding, whether they were still repeatable on current and maintenence releases (sometime they just vanish consequential to some other bug-fix). The mileage of other may vary, but we found overall that it help us reduce the number of bugs that otherwise occasionally came back to bite.
