To record in Audacity from M-Audio Card:
1) Open M-Audio Delta Control Panel
2) Set output on "1/2 out" to "1/2 in"
3) Your 1/4 inputs should now be heard through you monitors
4) Record in Audacity
To hear playback from Audacity
1) Open M-Audio Delta Control Panel
2) Set output on "1/2 out" to "sw rtn"
3) Play in Audacity
Thats how it works here. By the way, multitrack recording and play work much better using Reaper, where no such adjustments are needed.
