I've just downloaded an update to the specs and in M2-104-UM_v1-1-2 It now lists "7.5.8 Set Chord Name Message", which does appear to be an encoding of chord symbols. Encoding, not text, but that's perhaps reasonable as MIDI is a machine language that's not intended to be human readable. I haven't read it in detail, so I may be mistaken about its intent.

BTW, I hadn't realised that Microsoft hadn't implemented it (It's been available in Linux for 18+ months now), but if they hadn't, then I suspect many potential user-applications will be awaiting MS before pushing it much ... of course they can make their own drivers, but in many cases that's just dead work and MS are pretty infamous for doing things their own way in any case.

Edit: I also don't know the completeness of the Linux implementation.
