If you had an audio file that was not recorded to a click track, but had natural sounding small fluctuations in tempo, what software would you use to quantise it so the tempo was consistent?

The reason I ask is that I sometimes need to use an audio file in my notation program so I can write a big band or orchestra arrangement of it, without having to fool around with multiple tempo changes to line everything up.

This is basically the opposite of creating a tempo map for a song, because I want to force the song to a single tempo.

What software is out there that could do this? Bonus points if it supports non-integer tempos (like 124.6).
