From the details on PG Music's website, it seems that Realtracks Set 28 only contains Realtracks and does not include Realdrums. I've taken the attached image from the webpage below.
Because your BIAB is not loading the Realdrums in the style, I'm guessing that this means that BIAB 2023 Pro does not include these Realdrums. I'm not certain about that, though. It could easily be confirmed with a quick chat to sales staff at PG Music using Live Chat. The 'Pro' package of BIAB is the entry-level package and it doesn't contain everything.
If it is indeed the case that Set 28 does not include the Realdrums, Mario's post explains how to load in an alternative set of Realdrums. I'm pretty sure that you would have a swing jazz waltz set that would do the job fine. After you load in your chosen drums, make sure to save a songfile. The next time you load this songfile, it will already be set up for you to use the Realdrums that you loaded. Simply changing the Realdrums does not overwrite the base style file. This means that next time you load the style, you will also need to add the Realdrums manually.

That's what I am seeing on the webpage about what RealDrums were supplied:
"There are hundreds of RealDrums styles available for Jazz, Rock-Pop, Country and more! All of the RealDrums Sets are included in the UltraPAK, UltraPAK+, and Audiophile Editions of Band-in-a-Box."
The evidently are NOT included in the ProPAK

RealDrums Set 2: Waltzes, Country and More!
RealDrums Set 2 features both even 8ths and Swing Waltzes, as well as straight-ahead Jazz, Reggae, and a selection of Country styles. The PopWaltz and JazzBrushesWaltz styles feature cool brushes playing in the "A" section, and then switches to sticks in the "B" section to give your song a boost of energy. The Jazz style features classic hi hat patterns through the "A" section, and then switches to the ride cymbal for the "B" section. There are three Country styles to choose from, including CountryEven16, CountryEven8 and CountrySwing. The even 8 and even 16 styles are great to use for modern radio Country, and CountrySwing can be used for a great old Texas Swing tune. Also included is a Reggae groove that sits right in the pocket. Further update: I tried the slow rebuild with no change. I contacted PG Music Chat and sent them screenshots of styles - he advised that "19% is the correct number for the Pro version of Band-in-a-Box". However he did not have access to the full Windows list for me to see and asked me to email a request which I've done to both sales & support. Awaiting a response.
It's a bit disconcerting to find that what seemed a basic query is not so basic after all. It's such a brilliant package but not straightforward for non- techy peeps.

That has been a concern for a number of years now. PGMusic has asked for GUI suggestions in the wishlist form. Feel free to put your suggestions for improvement there. It would be very helpful coming from a new user.

I'm sorry but you should have bought the REALDRUMS 28 Smooth Jazz set which have only drums not the REALTRACKS 28 Jazz Waltz which only have instruments. See if PG Music can exchange the packages.

It's the Jazz Waltz style instruments I wanted which suits some classic 3/4 numbers. I missed there were no drums.
Following up from private message with FoxTerrier, if drums are showing up as NA in the MultiPicker picker, click on the Settings button at the top of the window then make sure Show RealDrums That Are N/A is unchecked.
