One possibility is User Account Control being set too high, not allowing Stom.exe to run.
Did Win7 ask if it was OK to run it?
Another possibility-
Your system may not contain an applicable mp3 codec. Many available on the net for free.
As always, be safe where you download from. CNet often preferred here for common downloads.
