Because I haven't read through all the messages, this might have already been suggested. My apologies if that's the case.

I notice that you are using the WAS driver. A few years ago (I can't remember how long it was), I had trouble with MIDI playback using WAS. What fixed it for me was to disable "Output always on" option (shown by steps 1, 2, 3, 4 & 5) in the attached image.

I suspect that this will not help the problem you are experiencing, but it is worth trying.
