The blue and the green that you refer to are, I presume, Part Markers. These can exist anywhere in the song, you can place them on any bar you like. Yes, they can change the music, with green generally being more busy, but that is not a rule. They also usually introduce a drum fill or similar which is played at the preceding bar.
Or do you suggest that this is something other than part markers?

This video demonstrates how to use the new AI-Notes feature together with the AI-Stems splitter, allowing you to select an audio file and have it separated into individual stems while transcribing each one to its own MIDI track. AI-Notes converts polyphonic audio—either full mixes or individual instruments—into MIDI that you can view in notation or play back instantly.
