The Menu Bar migrates to the active monitor that you have clicked on, Primary or Sides. Right, I do recall this. I don't normally use multiple monitors so it slipped my mind. macOS Tahoe doesn't do this anymore though. Regardless, the presence of the ghost/floating menubar in older versions doesn't actually designate a monitor as primary vs secondary, and this still needs to be done manually following the steps I posted above.
