As far as I'm aware, the Melody track doesn't change volume. As with all tracks, it's default is 90. This stays constant from style to style. As you've pointed out, though, the backing can change in volume. As you mention, this is most likely due to design. It is also seems to be affected by the type and number of instruments. Because I notate all of my songs in BIAB, I've been using MIDI melody for many years. Some instruments are better than others at cutting through the overall mix.
