This came about from my question about whether styles affect melody signal levels.

I do this all the time on Linux; I'll open a meterbridge application open a patchbay application and just patch the output of whatever I want to monitor to the meterbridge. I think all audio and MIDI signals on Linux can be patched this way.

How does one do similar on Windows?

I've seen an application (R3LAY VPB) that appears to do it; I know nothing about it and they seem coy about the price. I haven't yet found a meterbridge, but in principle I should(!) be able to patch to a DAW. I don't want to drag-and-drop because that may affect things in unexpected ways.

(I have a workaround for this specific task, of course ... send it to my mixer and use the meters there).
