These requirements effect me in any way, but it sounds a bit strange.  In order to effect that, BIAB would need to "call home" to verify what computer is being used each time it is run. and two it would need to use the computer camera to verify that the same person is operating it? Is there any other software with such a "single same user" requirement? These requirements are written in the license agreement for Band-in-a-Box, however they are not enforced in any manner that might compromise the user's privacy or security. Apart from during activation, Band-in-a-Box does not call home, nor does it connect to a camera in any way (except if the camera is chosen as an audio input). Lots of software has a clause like that in the licence. Precisely.
