The story I'd already heard was that the function of a sax is already held by existing instruments. So while the sound isn't exactly duplicated, there are already instruments that perform close enough to the timbre to make it possible to do without.

Sort of like how there's a "missing" instrument between the cello and viola.

Ah, I forgot the back story of Sax vs. French manufacturers.

But still, after all this time, it still boils down to other instruments are close enough in timbre, so orchestras do without rather than spend more money.
