Shift Tracks? Sure.
Highlight section, Cut it & Paste it where ever you want.
Pay attention to what beat you started your cut, so you can paste it the same beat in a different measure.
You should be able to drag also, but that takes a bit of zeroing in on the exact spot for me.

If you want to continue working in BiaB mode in RB the tracks over write themselves like BiaB.

Most of us Save it as a SEQ file which negates that option, You must be saving as SGU.
Or Right click and selects Track - Make all BB tracks regular tracks.
Then they all remain as is until you specifically change them.
You can generate pretty much anything on any track by selecting a track section (making sure the Track Type is the desired type) & carefully going thru the generate options.
