That is my thoughts also, I did check it one year with the 49-pak and I think I came to the same conlusion, but I am not sure.
But if not so, how else could users keep up with maintaining a "complete set of styles and RTs", since as far as I know it is not possible to buy the 49-pak or bonus packs from previous years, at least I have not seen such an option.
