I'll try to respond as best I can,

Answer: I don't now about 4 bars per bar, but well you can use 4 chords per bar (4 beats per bar is another way of saying this). I don't believe that this situation has changed.

Q2: "Is syncopation okay? Like, can I start the chord 1/8 of the way in?"
Answer: Yes. I understand that you can change chords in up to 32 different positions within the bar.
