UPDATE: While gathering info for this post, I did some experimenting and found the answer - but not the total solution:

My system has 3 monitors as referenced above. They are arranged in the system settings (and on my desk) in a triangle orientation with the HP w2207 (monitor #1) at the top of the triangle. The ASUS PA248QV (monitor #2) is at the bottom left of the triangle and the Dell 2209WA (monitor #3) is the primary monitor (main display). All monitors are set to extend the desktop to the display.

The Dell 2209WA (monitor #3) is the monitor that the computer boots to with the CMOS settings available via the del key, and it is the monitor that Windows 10 comes up on and is the primary usage monitor thus it is the one that BIAB is used on. The ASUS PA248QV (monitor #2) is always OFF unless I'm doing some video or photo post processing.

When I'm using BIAB it is on the Dell 2209WA (monitor #3) with the ASUS off. I found that when pressing the "Chord Display" button with the mixer docked, the drop down list appears just below the "Chord Display" button. When I have the mixer floating on any monitor and the BIAB pgm is still on the DELL, the drop down list appears on the ASUS PA248QV (monitor #2) which is always OFF, so in all of yesterday's experimenting, the drop down list WAS appearing, I just didn't expect it or see it on the ASUS because it is always off. (Kind of a "duh, I should have known that" moment....). Interestingly I moved the BIAB pgm to the other displays, and with the mixer floating to any other display the "Chord Display" button works perfectly and the drop down list appears below the "Chord Display" button on the display that BIAB is running on.

I still have BIAB version 2022 installed so I experimented with it, and the drop down list consistently only appears on the screen below the button, and never on any other monitor, and consistently when running from any monitor or configuration.

So, the bottom line here is that the "Chord Display" button IS working, and the drop down list IS appearing. I would think that coding the drop down list to appear ONLY within the confines of the main BIAB program would be the solution to this situation. The drop down list is not a floating window, so if its location is fixed and appears in the middle of the screen then all would be good for everyone.
