I believe it's is not a bug, but poorly executed feature. I was told that... If you "manually" make empty track visible from eyeball menu, it will not "hide" using "hide inactive", even if it has no data. The way to check this, under dropdown of eyeball menu, you will see wording "shown". That means that you opened it manually.

Again, I believe it is a poorly executed feature, and I made developers aware of this. In my view track that has no data should go bye bye if "hide inactive" is pressed.
