Check options-preferences-audio tab and click the drivers button and see what is selected.

Try to find the direct driver to the input, rather than using soundmapper or such.

Recorded latency is often due to settings in the driver window or the audio tab.

Quick fix- highlite the whole track, hold the ctrl key down and 'grab' the track and slide it to where you want it.
If it won't slide ahead, 'unselect' a portion of the track so there is room to slide it ahead. (can't slide a track past the beginning)
