AHA the old staggering scroll line. This should be in the RB forum. I have extensive experience with this.It was a long time back. Do a search for my posts and see if you can find it. I'll do the same but in the mean time I'll give you some tips.
1. make sure that the track view is the focus.
For me I had to do 2 things to fix the issue. If I only did 1 thing it did not work. Here's what I have to do on my computer:
1. Disable hyperthreading in the BIOS
2. Prefs/audio "audio I/O thread set to " discrete thread-normal"
