I used to encounter this problem a lot back in the days on another forum when new folks would come in asking for assistance to solve latency.

It's been my experience that latency is most often related to the hardware (sound card or interface) and the driver mode ( MME, WASAPI, or ASIO) being used. Latency occurs often when factory soundcards are used with MME drivers with software such as DAWS and also BB.

The best solution is to purchase a soundcard, most commonly in the form of an external USB interface such as Focusrite, Presonus, or anything else that fits your channel needs AND uses ASIO for the driver. With default settings, you're usually latency free. Do not use ASIO4ALL thinking it's "just as good" as ASIO, because it's not. It's nothing but a wrapper that tries to emulate native ASIO and often fails. Use a good interface and ASIO. Your interface is the heart of your studio. You don't have to break the bank on a decent interface but don't try to "cheap out" and expect to have good results.
