"if BIAB could become GIGLAD, it would be more popular." That is a good question, but a subjective one. BiaB is used by a lot of different people, many of whom may never use an arranger or arranger software. So more popular to whom? Only those who want that type of functionality. TShis has been an issue at this site for years. Folks see a great idea of a need they personally like, but hundreds of others would never use it. So, it becomes a question of would this drive sales and if so, what is the development cost vs the return on investment. Literally the software would be more popular if PGM added everything folks want but at what cost to the integrity of the software coding.
