To clarify, the requests are specifically regarding the Multi-view (window) layout - for example you might have ChordSheet on top, Notation on bottom with a floating Mixer window - that would be one 'Multi-View' configuration. There are two separate requests here

1) To be able to specify a default 'view' that the program would have at bootup. Currently, it boots up with the 'Previous session's view, which is auto-saved when you close the program. The idea is that it remembers the current layout when you close the program, and when you next open, it is the same that you left it. You can also save a 'default' view. To get back to that default view after opening the program, you could just press the Views button. So the way it works now is intentional, not a bug. However, that said, it is certainly a reasonable request to have an option to load a default view at bootup.

2) The other request here that Rustyspoon has been a proponent of, is the ability to save the window layout in your song files. This would be possible as a setting (e.g. save/load views with songs). Many people would not want this - e.g. imagine loading in a few songs one after the other and each song you load in causes the main screen to get completely rearranged. But yes, as a setting it would probably be fine.
