It really depends on what you're trying to do.

SynthV is the best program for synthetic vocals from scratch. You can either load a vocal in and have it convert it into notes and phonemes, play it in from a keyboard, load a MIDI file, or - most commonly - enter in notes using piano roll notation. You can hear lots of examples of it online and on this forum. It's the tool I use.

ACE Studio is similar to SynthV, and a bit easier to use than SynthV. But I don't think the vocals are nearly as good. I haven't heard it used much here.

Suno has the most realistic vocals, but intentionally doesn't have the ability to enter in notes. You can give it a vocal guide track, only lyrics, or even nothing at all. The main issue with Suno (other than how they acquired their training data) is that you can only get full songs from it. So if you want only the vocal track, you'll have to use one of Suno's tools (or one like in BiaB) to extract the vocal from the song. This can lead to some artifacts.

There are other programs that will do only voice substitution/cloning, but I don't think that's what you're asking about.

Another option would be to use SynthV or ACE Studio to generate the vocal, and something like Suno or Audiomee to transform the vocal.
