What I did to test your issue was to create a 12-bar song in BIAB and insert a 2/4 bar at bar 10. I then set bar 11 back to 4/4 (in other words, the standard procedure). I saved the 12-bar backing as a wav file. The links below will allow you to download the chordsheet and the wav that I used.

I then loaded the audio into BIAB and did the following:–

1) Opened ACW, unchecked Automarking and Autoanalysis, and set bars 1 and 2 manually.
I knew the audio had a tempo of 120 bpm so I zoomed in (to allow for finer movement and more sensitive adjustments) and adjusted bar 2 so that the tempo for bar 1 was 120. (Since BIAB will ultimately round tempos to the nearest integer value, I doubt that it's a problem if the number is slightly over or slightly under 120 bpm: e.g. 120.15 or 119.9, etc.)

2) I then engaged Automarking by activating the checkbox.
This added bar lines to the audio based on the 120bpm set by bars 1 and 2. The purple barlines are manually set barlines, and light-blue barlines are auto-set by BIAB.

3) Since I knew that bar 10 was 2-4, I then set the number of beats for this bar by right-clicking on the the square at the base of the bar-10 barline.
This immediately set the tempo of bar 10 to 60 beats per minute.
