You talk about a decent MIDI sound, so I'm assuming you're not talking a MIDI interface. Windows uses a built in software synth, so you won't find any more cards that actually have a MIDI sound set on them. Even if you use something like the Coyote DXi synth, that'll play out the audio of an USB sound card.
MIDI sounds are generated in the computer and are sent to the audio outputs of a USB soundcard.
On the other hand, if you're looking for something with a MIDI Interface on it, they are available, but a couple of hundred dollars.
