Read the new features carefully. It wouldn't surprise me that the upgrade price from 2009 or 2010 would be the same with the USB drive. A quick call to sales would confirm. Remember, you have tracks on your drive already from 2010 that 2009 doesn't have; they may need a different drive where you wouldn't.

However, with the new realtrack sizes, you may be surprised to learn that everything will fit on the 2010 drive easily.

I honestly saw my realtracks shrink to around 30% of original size, and they DO sound better, even at more extreme tempo stretching than previously.

I mention this, because with the reclaimed size, and the smaller size of the new realtracks there is a very good chance everything will fit on the existing external drive with room to spare. So downloading or DVD may be a good consideration when upgrading.
If you just want the new drive, that's a different story.
