I think they should put "Educational" material on as a sticker. I used to buy software from the US. The customs declaration put the value as the value of the diskettes and labeled it educational material. Before that I was paying $2000 plus 30% for it. In the end, the sent me the invoice, declared the value of the 'shipped' version as the cost of the diskettes, and it came through without charge. You almost need to talk to an importer, they know the loopholes.

I did hear it depended on where in the UK it went, and how the local office viewed the thing. As you get a download link it would seem almost fair that the unit is not the actual cost, but a small portion thereof..
