A common mistake by whoever prepared the file. It's been written in Bb (maybe transposed to Bb), but the user forgot to change the value that was in the key box. Many files have this problem, because it's an easy mistake to make.
Change the key to Bb and tell it NOT to transpose the chord sheet, when the dialogue pops up. That corrects the key alone without messing up the rest.
