I thought maybe you could just use Normalization to do this but after some research I realized it might actually make things worse for you. This link to this discussion board might help at least with your understanding of what it is you are trying to do. I had to break it into tow lines because the URL was too long  http://homerecording.com/bbs/general-discussions/mixing-techniques/how-do-i-get-different-songs-same-level-54041/ If I run across something better I will let you know.
