Are there hard and fast rules for making sure this happens correctly?
I have a song using Realtracks - the 85BPM Folk country style and the Drums are carrying on for the 2nd bar when everything else has stopped.
The song is set to end on the bar where the ending starts.

In general, I try to extend the ending bar number well beyond the last sound I want to hear, so the Real Tracks and Real Drums - both - do not get cut off. This is particularly true now in version 2010, that made a two bar ending last up to four bars, to allow decay of the instruments.
In your example, you could also try a different drum track to replace the one loaded by default by that style.
If it still seems not to work like you know it should, try Opt, Return to Factory Settings and restart the program.

Latest version (294) of 2010.
I need to record a vocal right now so I got round it by programming a Hold for the last bar and ending it there.
The fiddle and steel won't stop if I continue with some rests after that.
