One thing Im concerned about is how will BIAB work for songs that dont fall on the space they provide in the measure.
like counting 1+2+3+4 what if the chord falls on +, how do you get it to play a chord there?

BIAB calls such events "pushes". If you go to Help >> Index when next in BIAB and search for "pushes", you will get a pretty comprehensive explanation. Essentially, if you right-click on the chord you want to have coming in early, then choose "Chord settings", you will be taken to a dialogue box that will allow you to invoke these pushes.
Alternatively, you can simply type ^ (shift+6) before a chord for an 1/8 note push or ^^ for a 1/16 note push. For example, if you type ^C, this means that the C chord will be played 1/8 note before the beat on which it is notated.

I came across this problem with a BIAB version of Mercy, Mercy, Mercy.
The last four bars of the chorus go:
Cm7 | Dm7 | Gm7, F Gm7, F | Gm
but in the third bar the Gm7 is held for a dotted crotchet (8th note) and the F for a quaver (16th note) - you might call this out in "1 and 2 and 3 and 4" representation as "G and 2 F G and 4 F".
At first sight, it looked as though I could get what I wanted by pushing the F by 1/16, but then I'd have to displace the Gm7 which should follow it.
Is there a work-around for the situation where chords should fall on a fractional part of a crotchet (8th note) without following on into the next crotchet?

Sometimes a lot of these type problems can be overcome by doubling the bars so the first bar would have 8 chords instead of 4,Notes Norton makes styles with this in mind

Agree with Jazzband. The best way for trouble some songs is to double the tempo and use two bars as one.Don't know how any RTs will react to this though.Or RDs. I don't think it'll work unless all midi. Give it a try.

They are called EXPANDED styles, and I've been making them since the early 1990s.
With EXPANDED styles, one "cell" of BiaB becomes a half measure instead of a whole measure. This enables you to put up to 8 chords in a measure of music. You can also put one on a downbeat and a different chord on the eighth note before that very same beat.
Plus it also doubles the resolution from 120ppq to 240ppq.
