Welcome to the forum.
When starting a new song, if you select a style in 3/4 the song will be in 3/4.
If you are asking how to switch from 4/4 to 3/4 within a song, go to the measure where you want the change to occur and press F5. This brings up the Bar Settings dialog where you change the number of beats per measure. This change will stay in effect until you change it in another bar.
Note that if you want 4/4 in your song but want the song to begin in 3/4, BIAB requires that you use 4/4 for the song.
If these answers don't make sense to you, we can go step by step. Just please give us as much detail as you can about what you want to do.

There is a feature introduced in BB2004, "Strauss-in-a-Box"-- Load a 4/4 song. Then:
Transform 4/4 Melody to a Waltz 3 /4 ("Strauss-in-a-Box")
You can now automatically transform any 4/4 song/melody to a Waltz 3/4 feel. Simply load in any 4/4 song and change the style to a Waltz style. The program will offer to transform the melody so that it works as a Waltz (or choose the added menu item Melody-Edit-Utilities-Transform to 3/4). This function is referred to as "Strauss" in honor of Johann Strauss - the famous Waltz composer. It’s fun and educational to hear and play familiar songs in a Waltz feel. Band-in-a-Box uses intelligent algorithms to transform the melody to the new time signature.
