I have a measure (4/4 time) with 4 chords, and I want the chords to play on the upbeats only. Is there a way to do this?

You can do this. If you enter a chord with a preceeding caret symbol ( ^ ) it causes the chord to be "pushed", or played 1/8 of a beat earlier. To get a chord on the and-of-four, you need to put the caret on the first chord of the following bar.
Instead of entering the chord manually with the caret, you can enter the chords and then right-click on each one and select Push by 1/8.

Thanks for the reply Matt. Sorry, I'm still a little lost...I understand how I would get the chord on the "and" of 4, by pushing the first chord of the next bar, but how do I get the rest on the 1 of the current bar? I'm trying to get all 4 chords to play only on the "ands" and all the downbeats to be rests. If I push, it seems like I get the opposite.

Thanks for the suggestions. MC Melly, it's a Latin tune and there is just one measure in which I need this to occur, so changing to another style didn't work too well, at least so far. Building my own style might be the way, as Noel suggested. What I need is the opposite of a shot, where instead of the note followed by a rest, it would be a rest followed by a note, or the opposite of a push, where the note is delayed by 1/8 instead of played earlier.

Ok, more specifically, here's how to do it. Remember you are limited in BIAB to four chords per bar. The placement of those chords determines not only where they are, but also where they are not (rests). So, instead of trying to think of it as putting rests on the downbeat, it may be more helpful to think of it as putting chords on the upbeat. The exception is the first chord, on 'one-and', since you need a rest on beat one.
Let's say that the measure you are trying to enter has three Dm chords and then a G7 chord. Given that it's a Latin style, these chords are probably shots. The first chord is to appear on 'one-and', after a rest of an eighth note. Start by entering a comma to get you into the second beat (with no chord on the first beat), and then enter a caret followed by Dm.. to cause the Dm to advance (push) one eighth note earlier, into the 'and' of one.
The whole bar would look like this:
,^Dm.. ^Dm..,^Dm.. (Note that the space after the first part represents skipping to the second half of the chord entry cell)
and the next bar would start with
^G7..
Remember, the pushes work 'backwards'. A push on beat two means it plays earlier, on the 'and' of beat one.

You're welcome.
Please be aware that this technique works perfectly with MIDI backing instruments. It also works pretty well on all the Latin Real Drum styles.
With Real Tracks doing piano, bass and electric guitar such as the bossa tracks, sometimes one or more Real instruments may "play through" this rhythm without precisely observing all these hits. Experiment a little, especially by regenerating with the Play command.

Sometimes it pays not to think so rigid about the pushes, too.
I've been pleasantly surprised by a few RealTracks not adhering precisely to the Push or Shot.
Sax guy plays a bit through a push, not necessarily a kill, sometimes adds a bit of ear candy to the thing. (And may make people think that real live musicians were on that date. And they are, if you don't tell 'em about the robot... )
