Well you don't tell us what version of Powertracks you are attempting to run, but in any case you should visit the Support page, Updates, and make sure that you have downloaded and installed the latest update for whatever version of Powertracks you have.
There is also the problem that Win7 64 bit does not work with the VSC DXi softsynth and that may be preventing an older version of Powertracks in which that synth was selected from getting started. I'm not sure how you transferred your older version of PT over to the Win7 machine, though. If you did not do an Install, that may have a lot to do with it.
More precise info about exactly what you are attempting and the steps you have taken to get there might generate more precise answers.
