Yup. Their setup and registration process is needlessly baffling. The sounds are a separate download and install. The process is daunting enough to make me think twice about dealing with this company again.
Or to look at it another way, I paid a small price in dollars and made up for it in frustration and annoyance. In the end - still worth it, just barely.
