First check the Save with Patches and Harmony window for that particular songfile file and make sure that the track the steel guitar is supposed to be on is checked there. Try hitting New and invoke the style again, see if it generates steel there.
Of course, it may just indicate time to do a Return to Factory Settings if a Reboot of the computer first doesn't make it work as it should.
