I am not sure what is meant by 'something'. I have not heard the accent on the 'and of 1' as the regular rhythm, but it is a common place to place an irregular stress, say at the end of a musical phrase - sometimes more often than that. Joe Morello does it a lot with Brubeck and Dave himself is often there with his piano rhythm:

To my mind, Brubeck was the jazz Waltz King but I think that accent is more on the 'a' of 'and-a'. I suppose it depends on the jazz era with which you are familiar and it may be a dead give away on one's age.
