No, that wouldn't be what the problem is... In most cases you can just select "General MIDI inst. Misc" there. That setting is mainly useful for older synths that aren't GM compatible. In fact the Saffire doesn't even have a MIDI synthesizer. It does have MIDI in and out ports that let you connect it to an external synth.
If you don't have an external hardware synthesizer to connect, then you'll want to use a software synthesizer. In the MIDI Driver Setup dialog, check the "Use VST/DXi synth" box (or if already checked, click the settings button), and try selecting the Coyote WaveTable...
