Hmm...
Just tried it here, BB2009 build 282.
If I pick the Chorus first, the Transpose block does indeed gray out.
But if I pick the Transpose key FIRST, then I can pick the Chorus number and hit Okay.
BUT -- in a simple 32 bar song with 3 choruses and all MIDI, the transpose does not take effect. Tried Saving, no difference.
I think you may have found a BUG here...
