I think the harmonizer can only go down to bar resolution. Meaning the entire bar gets harmonized.

You might try the Bar Settings at RightClick, change that one bar to two 2-beat bars and *maybe* the TC would get tricked into doing just the second of the two bars, don't know, never tried but its worth the shot.
