Can rest be entered "4 bars" "8 bars" etc.

No, rests must be handled bar by bar.

So first you go bar hopping to 4 or 8 bars, THEN you can rest.....

When you say "rest", do you mean the notation shortcut that one sees in music scores that will tell a flautist (for example) to rest for 8 bars or do you mean you want the sound of a particular instrument to rest for 8 bars (like drums or bass, etc.)?

Yes, as Noel asks, if you wish, you can Mute one or more instruments, and Unmute them later, which gives the effect of resting for many bars. You would press F5 and make your choice at the beginning bar, and F5 again to undo it at the ending bar.
There is also a way to copy rests written into a chord, and copy that setting to a range of bars.

I just want on the music 4 bars rest or 8 bars rest on the sax part. , I guess I need Finale to do that.
