Rightclick on the bar or highlight the bar and hit F5 to access the Bar Settings Window, top LH corner is where you can enter a new number of beats for the bar and all succeeding bars.
If that isn't working, you may have to rebuild a volatile file that can become corrupted if BiaB ever crashes, freezes or otherwise exits ungracefully, Options menu, Return to Factory Settings.
