Yes, 5/4 can be done as a bar of 3/4 followed by a bar of 2/4.

You can set a range of bars to 5/4, by selecting a range of bars, and then choosing Edit- Time Signature and set to 5/4. Alternatively you can use the Edit bar settings to set number of beats for a given bar, but it can only be 1,2,3 or 4.

9/8 is best done by instead calling it 3/4 (with a triplet feel) and picking a 3/4 style in swing feel.
