I insert chords in a song but when a different chord in second half of a measure is reached, it does not play (the previous chord keeps playing). When then starting the next measure where there is another chord change, that new chord plays OK.
Why are the chords in middle of a measure not sounding?

If you enter a new chord into a song, you must hit the Play button to force a regeneration of all tracks so that the newly added chord will be included in the performance.
Also make sure the song is not *frozen...

Also, make sure the song isn't a MIDI file that you loaded and has no style associated with it. You should see and "X" by the style name if the style isn't playing. BIAB does not take a MIDI file and change the chords in it. It views the MIDI file as a set melody track and doesn't change any of the notes unless you change it. The selected style is what responds to the chord changes.

Not loading MIDI files.
I just discovered that if I use 4/4 time, the chords in second half of measure do sound OK.
It is in 2/4 time that second chord is ignored.
What is the solution there?

By 2/4 time, I suppose you mean that you set BIAB to play 2 beats every bar.
The BIAB bars are broken up into two cells. The first cell is for beats 1 and 2; the second cell for beats 3 and 4. You designate beats 1 and 2 with a comma in between chords; likewise for beats 3 and 4.
By selecting 2 beats to every bar, you can only enter chords into the first cell of every bar. It will skip the 2nd cell. Likewise, for waltz styles (or for setting 3 beats to every bar), BIAB will only recognize what is in the first cell and then only the first beat of the 2nd cell (and ignore anything after the comma in the 2nd cell).

Invoking 2 beats in Bar Settings means that you can only place two chords per bar and both chords must be in the first cell of the bar.
Entering, |C,F| in that first cell will place a C chord on beat one and an F chord on beat two.
The comma is the all-important separator.
