Not necessarily. Matter of fact, you likely will hear more Diatonic stuff in Gospel and Soul than anywhere else. But there aren't any rules as to which way to do this in a certain genre or situation. They do two different things.

They are fundamentally the same thing. Adding the 7s (or not) is a matter of taste or fitting the melody more than anything else, the fundamentals of both would be the TRIADS that build the base chord, the 1,3, and 5 notes.
