Google "free media player for Win 98" or other older OS. The choices will surprise you. It's not that it has to run on that OS; it's just that it will meet your criteria.
I (until a thunderstorm last night)* had a PC on which I ran Windows 98 SE and used for the Internet. Finding programs to secure it and play music--or do anything, really--was an interesting exercise. I even found a page devoted to older versions of Winamp, all available for download.
