As far as I'm aware, there is no control over bar number placement.

Not that I'm aware of.

I use Notation Editor regularly and I print lead-sheet pdfs regularly, too. If you are wanting to adjust the on-screen display staves in Notation Editor, that can be accomplished using the icons shown in the below image.



What I've found is that PG Music's Notation Editor is the most efficient I have ever used but it's not as comprehensive as a program that is solely dedicated to music notation. When I need more control, I use MuseScore (freeware). Because it reads BIAB files with around 80% accuracy, this gives me a head start when I want to notate a song I've created in BIAB. (MuseScore only reads songs in 4/4.)
