How do I add FX to only part of a track ?

If you're using RealBand, you can copy only that portion to a track and only apply FX to that track.
There are better ways to do it, but this is probably the simplest.

One neat way to do it is to Copy the entire track, then apply the effect to the Copy.
Use Volume Envelopes in the PianoRoll Window by selecting the Volume from the top RH dropdown there, then use the Mouse to draw in Volume ups and Volume downs on the two different tracks such as one comes up as the other comes down.
This is good because it leaves a chance to go back and tweak if necessary.

Depending on the effect, you may be able so simply raise the one copy in Mac's example.
For instance if you have a vocal track you want to add delay (or reverb) to, you could set the copied tracks effects to be 100% wet and simply 'add' the effect to the other track. That will only work for certain effects and needs, but it's another option (instead of cross fading them as Mac suggested, and trying to match the two). Then you could also Cut all the un-needed parts of the copied track to make things even easier (no Volume Controls needed in some cases)

In most DAW's (I use Sonar X1) the FX are able to be automated. So you are able to use a midi envelope assigned to the FX control to change the functions/levels during a certain part of the track.
I don't often use automation on FX. I would probably opt to split that clip out to a new track set up identical to the original track and apply the FX to that clip's track fx bin, and let it roll. Path of least resistance and the quickest way.
I don't know if RB supports automation of the FX or not.

The manner Mac noted (and you have posted drawings of) would work. Simply cut the track volume and the effect is non-existent. Some FX can 'learn' commands too.
Lots of ways to get things done. I posted my solution (copy only what's needed to another track and effect that track, then adjust original as needed). Since it's a separate track and visually apparent, it makes it easy to spot the track in the Tracks window ('ah, that part happens right there on that track') when trying to mix.

Yep... I just automated a reverb yesterday... Did not want verb in the track ...only on the very last chord for nice tails.....
