That is a "global" setting that affects all songs. Don't need to Save with Patches etc. as that setting will not be reflected in the files, it is applied during playback globally.
So, yes, if you switch laptops, you should set that Normalize up on the next laptop to suit. Remember your number, it will likely work on the other ones about as well, although a slight bit of tweaking may be in order to compensate for output, PA system, etc.
